Position Description
The State Tax Policy Analyst will provide policy, research, and strategic support for the Tax Policy team. The position requires reading and analyzing legislation and regulations for client interest areas; responding to client requests; and writing legislative summaries, issue briefs, and articles for our website. Opportunities also exist for statutory research. The Policy Analyst reports to the Vice President of Issue Management, working on a daily basis under the direction of the tax policy team leadership. Salary range is commensurate with experience. MultiState provides access to an array of benefits, including health insurance, paid leave, and retirement savings. This position is open to remote work.
The successful candidate will:
Have familiarity with state business tax systems and structures.
Understand state legislative and regulatory processes.
Be detail-oriented.
Have strong research skills (statutory research experience a plus).
Have outstanding written communications skills and an interest in further developing oral communications skills.
Appreciate the opportunity to think independently, solve problems, and develop client deliverables without granular, task-by-task direction from supervisors.
Major Areas of Responsibility
Identify, analyze, and track state and local tax legislation and regulations related to client objectives.
Conduct tax policy research and analysis, working with other team members who will provide legal and economic support as needed.
Draft summaries, background material, blog posts, and analysis on relevant state tax policy developments to be used both externally and for internal client purposes.
Conduct outreach to tax policy clients, client coalition members, and external stakeholders as needed and as directed.
Coordinate and support other tax-related special projects as needed.
Skills and Experience
Two to three years of demonstrated tax, political, public policy, or government affairs experience preferred.
Demonstrated record of strong analytical and quantitative abilities with high attention to detail.
Demonstrated understanding of state business tax policy and written analysis of such concepts (such as published reports, legislative testimony, advocacy materials, client deliverables, public-facing blog posts, etc.).
Exceptional written communication skills with the ability to write clearly, concisely, and expeditiously.
Experience in conducting outreach to/with high-level stakeholders (such as sending emails, leading and monitoring conference calls, and conducting meetings).
Ability to triage (i.e., know which projects and tasks are the most pressing and prioritize accordingly).
