Rachel Arnold
Senior Vice President
Rachel Arnold is Senior Vice President of Issue Management at MultiState Associates, having re-joined the firm full-time in 2012. She has primary responsibility for oversight and direction of the state and local issue management program, and works with the research and strategic government relations teams to ensure clients have the information to meet their needs. She works with the engineering team on development of the firm's issue management platform and provides support to the sales and marketing teams to help meet their goals.
Rachel is a policy generalist and has worked with clients in the areas of energy, infrastructure, transportation, privacy, consumer and technology issues. She is an expert in creating workflows and processes to aid MultiState clients in maximizing benefit from the firm's issues management platform.
Rachel has served MultiState in multiple roles, including as a Policy Analyst for nearly 14 years. Her prior experience includes seven years at the National Apartment Association, where she served as the Director of Public Affairs. During that time she worked with state and local affiliated associations, served as point of contact for media relations on state and local policy issues, and produced many written materials for the association. Rachel was also a contributing editor and author to UNITS magazine and had numerous speaking engagements before state and local policy organizations, at NAA national meetings and other public policy groups. In addition, she represented the association at the Council of State Governments (CSG) annual meetings and served as a member of the Public Safety and Justice Task Force. Rachel was a founding board member of the National Impact Fee Roundtable (now known as the Growth & Infrastructure Consortium) and served as its conference chair in 2006. Rachel holds a Bachelor of Arts in political science from Hope College and resides in Greensboro, NC with her husband and two teenage sons.
